Puthi Komar Organization believes on the cooperation and partnership in improving the quality of education. There are about 40 NGOs working on education in the province of Battambang but they are working separately without having a chance to meet and make dialogue together. The department of education can not centralize the NGOs to have the common meeting and they can not collect the data or report from NGOs. It is difficult for the department of education to have the name of the NGOs working in Battambang because some NGOs don’t report to them.

There is a lack of cooperation between NGOs & NGOs as well NGOs with the department of education which all of them are working on the same issue. NGOs sometimes don’t have enough knowledge of the policies established by Ministry of Education and the NGOs try to do some works according to their own capacity and funding available.

There is no a mechanism to coordinate yet the common meeting for them. Thus, PKO provide the technical and financial support to the department of education to establish the coalition that supports the Education in Battambang. After several meetings with the NGOs working in Battambang which was organized by Department of Education and PKO, we got about 30 NGOs have jointed the coalition and we decided to named this coalition as BEST “Battambang Education Support Team”.

We will not register it as the new NGO. We will continue it as the coalition with the chair of the department of education who are responsible for the continuity of the coalition.

BEST is committing to four objectives as follow:

• To build a capacity of education NGOs at sub-national level so that they can actively monitor and give feedbacks on policy implementation at the grassroots level.

• To build stronger voice of education NGOs at grassroots level/sub-national level.

• To establish the mechanism to collect evidence based information from grassroots level for policy reform.

• To build and strengthen relationships/cooperation with DoE, PoE, and MoEYS.
